Luxembourg becomes first country to provide free public transport in the world

Luxembourg became the first country in the world to offer free public transport as the small and wealthy EU country tries to help workers who are less well off and reduce road traffic.
Some cities elsewhere have already taken similar partial measures, including the Estonian capital, Tallinn. But the transport ministry said it was the first time such a decision covered an entire country.

The free transport move, flagged as “an important social measure,” affects about 40 percent of the country’s households and is projected to save each around €100 ($110) per year.

An annual standard pass was worth €440 ($485) before, and travelers can still pay for first-class transport at a cost of €660 a year.

“For people with low incomes or the minimum wage, for them it’s really substantial,” transport minister Francois Bausch said. “The main reason is to have a better quality of mobility, and then the side reason is clearly also environmental issues.”

Not all passengers were aware of the change, which was brought forward a day ahead of schedule.

“It’s free? I didn’t know,” said a woman in her 50s who gave her name as Dominique as she waited at Luxembourg’s main train station.

ルクセンブルク、国内全域で公共交通機関を無料化　世界初

欧州連合（EU）の裕福な小国、ルクセンブルクは、裕福でない労働者を助け、交通量を減らす目的で世界で初めて公共交通機関の利用を無料化した。

他国の複数都市で交通機関の一部無料化がすでに行われているが、ルクセンブルクの交通・公共事業省によれば、全国でこのような決定を適用するのは同国が初めてだという。

交通機関の無料化は世帯約４０％に影響を与え、１世帯当たり年間１００ユーロ（約１10ドル）前後の節約になると推定されている。

年間スタンダードパスは440ユーロ（485ドル）だった。一等車座席は660ユーロで現在も購入可能。

「低所得者や最低賃金労働者にとっては、とても大きなことだ。一番の理由は、より良い交通の質、また二次的な理由としてはもちろん環境問題だ」と、交通・公共事業省のFrancois Bausch氏は話した。

交通機関の無料化は予定よりも一日前倒しで実施され、乗客の中には変化に気が付かないものもいた。

「無料なの？　知らなかったわ。」

Japan to criminalize reselling of masks for profit

The reselling of face masks for profit will become a crime punishable by a one-year prison term or a ¥1 million ($9,800) fine — or both — as demand surged amid the growing coronavirus epidemic, the government said.

The new rule, aimed at preventing would-be profiteers from taking advantage of a nationwide shortage of the masks, will take effect March 15.

Reselling face masks at the same price they were purchased for, or at lower prices, will still be allowed, a trade ministry official said, stressing that the rule is not meant to keep people from distributing them to friends and family.

“We want to ensure that the average consumer can get their hands on masks,” the official said.

The rule will be implemented through a revision to a law enacted in response to panic-buying during the 1973 oil crisis.

日本、利益目的のマスクの転売を禁止

新型コロナウイルス感染症の拡大に伴う需要が高騰する中、利益目的のマスク転売は1年以下の懲役か100万円以下の罰金、またはその両方が課される犯罪行為となる、と政府は発表した。

全国的なマスクの品薄状態を悪用した荒稼ぎ防止を狙う新しい政令は、３月15日からの施行となる。

購入価格と同一、または安い値段であればマスクの転売は許容される、と通産省幹部は話し、あくまで友人や家族に分配することを禁止するわけではない点を強調した。

「一般消費者がマスクを入手できることを確実にしたいだけど」と同省幹部は話した。

この政令は、1973年のオイルショオックのパニック購買への対応時に制定された法律を改定することで施行される。

Pick one’s brain 「知恵を借りる」
There was a brainstorming session to pick everyone’s brains for a new name for the company.

　新しい社名を考えるため、ブレインストーミングでみんなの知恵を借りた。
  「pick」は「拾う、選ぶ」の意味で、人の意見や知恵を得る（拾う）ことから「知恵を借りる」の意味になります。Pickには形容詞の「picky」があり、これは物事に強い「こだわり」や「趣向」をもって選ぶ人を表現する言葉で「口うるさい、（選択において）わがままな」とネガティブな意味を表します。また「pick」には他にも「pick a fight（ケンカを売る）」や「pick up（ナンパする、急ぐ）」など様々な表現があります。
 
Rule of Thumb「大まかなやり方、経験則」
As a rule of thumb, buyers tend to desire the cars that were the status symbols of their youth, and desired models vary from country to country.
 

「経験からすると、消費者は彼らが若かった時の地位の象徴であった車を欲しがる傾向があり、人気モデルは国によって異なる。」
  「Rule of thumb」は、直訳すると「親指ルール」ですが、このフレーズは遠い昔、きこりが長さを図るのに親指を使ったことが語源とされていて、日本語では「大まかなやり方、経験則」と訳されます。少し意味がピンときづらいですが、一般的に「ある物事における簡単な指針や基準」を表すもので、研究や理論ではなく、経験値に基づく知識を表します。
 
ビシネス英会話 Test the waters 「事前調査をする、様子を伺う」
The loyalty scheme would reward only online customers for their patronage, persuading those who don’t buy online to test the water.
 

（普段は）オンラインで買い物をしない客の購買を促すため、ロイヤルティプログラムはオンラインのひいき客のみを対象とする。
  「test the water」はもともと「水質や水温を確認をする」意味で使われ始め、のちに比喩的に「事前調査を行う、試す、様子を伺う」の意味でも使われるようになりました。現在でもどちらの意味でも使われます。また似た表現に「see what something is like」「（どんな物か）試しに見てみる」があります。

Faithful wife

There was a man who had worked all of his life and had saved all of his money.

He was a real miser when It came to his money. He loved money more than just about anything, and just before he died, he said to his wife,

“Now listen, when I die I want you to take all my money and place it in the casket with me. Because I want to take all my money to the after life.”

So He got his wife to promise him with all her heart that when he died she would put all the money in the casket with him. Well one day he died.

He was stretched out in the casket, the wife was sitting there in black next to their best friend. When they finished the ceremony, just before the undertakers got ready to close the casket, the wife said

“Wait a minute!”

She had a shoebox with her, she came over with the box and placed it in the casket. Then the undertakers locked the casket and rolled it away.

Her friend said, “I hope you weren’t crazy enough to put all that money in there with that stingy old man.”

She said, “Yes, I promised. I’m a good Christian, I can’t lie. I promised him that I was going to put that money in that casket with him.”

Her friend said
“You mean to tell me you put every cent of his money in the casket with him?”

The wife said
“I sure did. I got it all together, put it into my account and I wrote him a check.”
【日本語訳】忠実な妻

一生涯働き続け、お金を貯金し続けた男性がいました。

その男性はお金のこととなると、とてもケチで何よりもお金を愛していました。そして死ぬ前、妻にこう言いました。

「なぁ聞いてくれ。私が死んだら全財産を私と一緒に棺桶に入れてほしいんだ。死後の世界に全財産を持って行きたいんだ。」

その男性は、死後に全財産を彼の棺に入れるということを妻に心の底から約束させました。そしてある日、男性は亡くなりました。

男性は棺に寝かせられ、妻は喪服を着て、共通の親友の隣に座っていました。葬儀が終わり、葬儀屋が棺を占める準備に取り掛かる直前に妻は言いました。

「ちょっと待ってください。」

妻は靴箱を手に持ち、棺までに来てその箱を中に置きました。すると葬儀屋は棺をロックして棺（の乗った台ごと）押していきました。

妻の友人は言いました。
「全財産をあのケチ爺さんと一緒にしまってしまうほど気がくるっていないといいのだけど」

妻は言いました。
「もちろん、約束したんですもの。私は良きキリスト教徒よ、ウソはつけないわ。彼と一緒に全財産を棺に入れると彼に約束したんですもの」

妻の友達は言いました。
「本当に全財産を彼の棺に入れたと言っているの？」

妻は言いました。
「もちろんですとも。全財産をまとめて、私の口座に入れて、彼に小切手を書いてあげたわ！」
